Consumers shopping for airline tickets have to roll the dice and hope that fares don't drop after they've booked the flight. Now an online start-up that predicts fares, FareCast, will  begin selling cheap insurance that guarantees the fare you book will not go drop for a week. If it does, the company pays the difference.
